Many people displaced by the recent floods are having basic needs met by thousands of individuals through volunteer and nonprofit organizations.     At an emergency response meeting at Christian and Julie Richard's farm yesterday, Louisiana Commissioner of Agriculture Dr. Mike Strain announced that he had requested a Secretarial Disaster Declaration from the U.S. Department of Agriculture (USDA) that would trigger critical federal disaster assistance programs. Strain said that more than 28 parishes are affected by the flooding and the recent Presidential Disaster Declaration does not cover them all. Full story
