    The President’s recommendations for the Department of Agriculture’s (USDA) funding were up in some program areas and down in others with net cuts to the Department’s activities by more than $4.5 billion, down seven percent from the 2016 level. Crop insurance was once again a target of the Administration’s proposal with $18 billion worth of cuts over ten years. Specifically, the budget proposal suggests a 10 percent reduction in premium subsidies for policy holders electing the harvest price option and additional savings would be generated by reforming prevented planting coverage.     Last week, USA Rice held high level meetings here with representatives of Induarroz (National Federation of Industrial Rice), Fedearroz (National Federation of Rice Producers), and the U.S. Department of Agriculture’s Foreign Agricultural Service. Of utmost concern was Colombia’s announcement that it would import 200,000 MT of rice this year, above and beyond this year’s tariff rate quota import amount of 94,209 metric tons from the United States.     There are no changes to this month’s 2015/16 U.S. rice supply and use projections. The all rice price is lowered $0.40 per cwt at the high end and $0.20 at the low end to a range of $12.50 to $13.30. The long-grain price is lowered $0.20 per cwt at the midpoint and the medium/short-grain price is lowered $0.60 per cwt at the midpoint. The price changes are made based on reported prices to date and expectations regarding prices for the remainder of the market year. Full story

    Trade Ministers from 12 nations signed the Trans Pacific Partnership Agreement yesterday (Feb. 4 local time). U.S. Trade Representative Michael Froman joined officials from Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam at the signing, which launches the formal start of the ratification process in many of the TPP countries.     News in South Korea today is that 30 tons of rice was loaded in containers at Gunsan port on January 29 headed to China, where the rice will be sold in Lotte Mart stores in Shanghai.     Last month, the Environmental Protection Agency (EPA) released their 2014 review of pesticide residue levels on produce, grain, salmon, and infant formula, and found that 99 percent of the samples had residue levels below the EPA limit.
